我觉得ACD肯定不对，因为时态错。E也不对，Retail sales rose 8/10 of 1 percent in August是主句，不可能再出一个that it would more than double that of并列句，另外that，it指代也不明确。

首先是通过 that 修饰 expectations 排除c,d,e . A 当中that of 没有指代对象。
