Actually this question is entirely a "logic" one.
first of all, for any SC question, the main attitude or logic focus of the sentence is coming from the original sentence, i.e. choice A, no matter it is correct or not.
The original sentence, you might find, focus on the DEGREE of consensus. In B, C, E, there has already be an agreement, no degree at all. D, it more refers to agree vs. disagree. Thus BCDE all violate the logic focus of the original sentence.
