gg从逻辑上理解，这个法令减少the amount of phosphates that municipalities had been allowed to dump (城市居民们过去被允许排放的污染物)，这个法令就完全没有意义了。

而且，你找出的说明里面，他们在描述现在完成时，就说，还是基于现在时间的。解释里面强调，the dumping continues into the present，倾倒行为持续到了现在，就是说，现在大家也在倾倒，是个一般的现在动作，句子里面也没有明确的标志性信息要求强调对现在造成了什么影响，所以，用一般现在时态就可以了。

这题运用的原则是:在描述法令内容时,从句用一般现在时态表示该法令现在还生效.而主句中根据时间状语用过去时或相应的时态.

a中时过去完成时,had been allowed动作发生在reduced之前延续要reduced动作发生时就停止了.所以逻辑不合理.

我觉得这题的正确选项应该是A，而不是OG11给出的参考答案D。

有些帖子中有人提到本题不能用过去完成时，理由是“如果是过去完成时，就是指在那时已经排放完了的（在过去明确时间点之前完成的事才能用过去完成时），已经排放完的东东怎么还会去限制呢？”。其实这里搞错了一个对象，进行时态变化的是动词allow，而不是dump！这才是本题的关键！

也就是说：1972年之前，允许了一个倾倒量；那么在1972年协议达成之后，减少了这个允许的倾倒量，“减少”发生在过去（1972），用reduced毫无疑问，那么allow用什么时态呢？当然应该用过去完成时了，因为允许（allow）这个动作发生在1972年之前。

我也比较同意这一说法，当时看到OG的解释时就觉得很诡异，A选项是解释的过去的，1972年协定之前允许一个倾倒量，后来由于这个协定，倾倒量即减少了，因此这个允许的倾倒量在协定之前直持续到协定签订，D选项我就有点不明白，感觉OG对D的解释也可以，但过去减少了一个现在还在持续的动作，感觉很奇怪，1972年协议之后应该是一个新的允许的倾倒量，如果考虑到时间状语，从而reduce要用过去时，那怎么可能协议刚签订就减少了新的倾倒量？这不太合逻辑吧？倒是一签订就减少了过去允许的倾倒量比较合理。

请指教！

昨晚看的时候突然有点明白OG的意思了，我想是不是这样的：

municipalities 确实被允许dump一定量的phosphates，但dump的宾语不应该是amount而是phosphates！所以that引导的定语从句修饰的是phosphates！1972年协议之前可能允许了一个倾倒量，1972年协议把这个量给减少了，所以之前那个被允许倾倒的量可以用过去完成时表示1972年已经完成的动作，但显然被允许倾倒phosphates这一动作应该是一直持续到现在的（量上可能不同），所以要用现在时。

不知道这么理解对不对，对OG的解释着磨了很久，请NN指教
