answer is A.

Quetions:
1) Can the 2nd "as" in A be replaced by "that"? In OG 174, I saw "(C) A letter by Mark Twain, written in the same year that The Adventures of Huckleberry Finn was published".

2) In A, I think there should be a "did" before "the civilizations".

3) In A, can "the civilizations" be replaced by "those"?

I agree. But I think there should be a "those" before "for".

1) According to OG SC 250, "announced that x and that y". So in E, I think there should be a 2nd "that" after "and"

2) If 1) is OK without "that", there should be a comma before "and". See OG 135:
Intar, the oldest Hispanic theater company in New York, has moved away from the Spanish classics and now it draws on the works both of contemporary Hispanic authors who live abroad and of those in the United States.
(A) now it draws on the works both of contemporary Hispanic authors who live abroad and of
(C) it draws on the works of contemporary Hispanic authors now, both those living abroad and who live

In choices A and C, it intrudes between the halves of the compound verb has moved... and [now] draws to introduce a new grammatical subject, thereby creating a run-on sentence:
the inclusion of it requires a comma after classics to set off the new independent clause.

Why can it insert "from the public" between "witthold" and "the identities"? Also in OG 258, it is OK to say "note as an example that somebody do something".

But, in OG 92, it is wrong to say "confronted at once so many changes". Also I met a SC, it is wrong to say "raised at its meeting the possiblity".

1) No, you can not, because it is not a sentence after "that" .
2) Yes, the better one should include "did", but if you have to choose the better one in provided choices, then A is the best of them.
3) No, you can not use "those", because there is no referent. Pay attention to this point, we should not use pronoun according to our minds, while we have to find the clear referent. You know, "civilization" appears in the foregoing sentence, so we have to use "civilizations".

198. I agree with you. However, if omitted, the sentence does not mean wrong.

218. I think, in 250, there is another important reason for us to fill "that". Have you noticed that the tense of each part is different, so it had better to use another "that" to eliminate the irrationality of the parataxis. But in 218, the two parts are same in subject, predicate , as well as tense. So, I think it is right.

222. It is a hyperbatic structure, or "[withhold] the identities of its sources of intelligence information [from the public] ". Do so only because "withhold" is too far from "from the public". This is common in ETS sentence.

Aboved mentioned reasons are all my own opinions, hope those help you.

Sorry , I made a mistake in explanation of 222. But I think because the meaning of each part is parallel, and they have same tense.So I think the most important thing is the meaning fo sentence, compared with format of it.

80. I think the author of this sentence wants to compare two objects in original meaning of it. So, here , "as" is better than "that". If replaced by "that", the meaning would be changed. But, OG 174 is different, "that The Adventures of Huckleberry Finn was published" is the appositive of "year". But, don't worry about that, often, the original sentence will not transfer two indiscriminative meanings to us. I am not sure, maybe, you are right. Actually, if we know about that, all are ok.
