There is hardly any difference between a business PhD student's stipend amount and a CS PhD student's stipend amount. The only difference is that a CS PhD student's stipend is granted by the advisor while a business PhD student's stipend is granted by the business school. Monetary issue is not a concern.
The research track you've mentioned is called design science or computational research in the MIS PhD major.
Based on your background, it won't be difficult to develop measurements using machine learning techniques.
However, developing a measurement using machine learning techniques is totally different from design science research in MIS.
To my understanding, the core of design science research in MIS is first to formulate a normal business problem in an innovative way, then to build and test a machine learning model to prove that your innovative approach can beat the most popular models.
It's highly unlikely for an applicant without a CS-related undergraduate major to be admitted in this track.
