答案是E，但是为什么？as they are the current one 是省略了什么吗？
因为one如果是指limit的话，they是指drivers，如果这样，那不是说司机是速度限制，可是我理解不应该是说司机在这样的速度限制下吗？likely to exceed the proposed speed limit是两个AS中间的内容，那AS...AS...是右边的和中间的内容也并不平行？
