(A): Even though its per capita food supply hardly increased during two decades,
(B): Even though its per capita food supply has hardly increased in two decades

which one is better???
C,D,E is apparently wrong, so drop them.

Obviously, the answer is B. Caz two decades does not indicate a previous time rather it indicate the action has extended for some time. So B is correct in using has increased.
