这道题选D。但题目里In spite of和Despite后面接的都是句子，按理应该是只能接名词的，似乎本身有语法问题漏了which（如Despite the steady population which flows……）；另外flow 都没有按flows来，主谓也有问题。

这道题是不是本身题目出错了？
