正确选项是D,我想问一下如果B选项的expense前面加上一个冠词an,那么B选项正确吗?

依然不对,not…but…是习惯表达,两者之间添加的内容应保持一致,即,用not as an expense, but as an investment,或用not an expense, but an investment。

也不对。【not an】成为了expense的限定词,即把cost当做【除了费用以外的】东西,这显然不是句子的意思,句子要表达的是:不要把cost当做一项费用
