to  borrow可以理解为修饰the autority， 也可以理解为most states impose limitations这个措施的目的（显然这不合逻辑）但语法上它有这个意思啊~ help~~~~

1.impose limitations 是作用于将要发生的事,而不是已经发生的事,所以用to borrow(动词不定式表示将要发生的事)而不用for borrowing

2.with the intent of protecting is wordy

so E is wrong
