885 Sec C 19 new question!!

19.   Aviation officials have not only failed to determine the cause of the crash, but they have also ignored demands by the pilots union that the investigation should be expedited.

my question is :  當demand 為名詞的時候,

Demand (verb) that S  + (should omit) 還能成立嗎???

在我看來, demands (名詞) by the pilots union that ...後面因該是一般的THAT 從句了, 我覺得有加should 的必要, 因為Demand that 在這裡不是動作的意思, 反而是That 來加以修飾是什麼樣的demand?

我這看法對不對呢?
