求助大神require for和require by 的区别

最近做magoosh做到头晕脑胀不说错误率还极高，有一道题实在是搞不懂了。题目如下：

In the United States, a jury consists either of six citizens, in a civil case, or the twelve required by a criminal case.

错选了B 正确答案是E

还望大神总结一下require的用法

by这个介词表达一种被动的感觉，一个“刑事案件”不是要求12个陪审团的主体
for则表达了“12个陪审团是被要求的（被谁省略了）对于一个刑事案件来说”

所以for 在表达上更精确
