This SC question is supposed to be easy, yet caught me somehow on the spot.
Here follows the question:
Anxious about declining student test scores and frustrated by some teachers' lack of commitment to improving results, the Brookline Schold board implemented a mandatory after-school program that requires the teachers of underachieving students to be tutored in core academic subjuects.

My analysis:
A - wrong. Should be students other than teachers who are to be tutored.
B - wrong. Same reason as that of Choice A.
C - look good, hold it.
D - wrong. The correct one should be require THAT students be tutored...
E - wrong. Wordy (students who are underachieving vs. underachieving students)
So, C is CORRECT.
