这道题确实很tricky，我结合manhattan论坛的看法，简单分析下：
B选项：for which was previously paid $7 per year定语从句结构错。
which指代higher education，代入从句得：for higher education was previously paid $7 per year。显然主语不对

A选项：逗号+previously paying这个结构修饰前面句子的主语，而不是修饰相邻的the cost of higher education，不合句意。

C选项：1、previously是副词，不能修饰7刀这个名词。2、compared to左右的比较对象不平行，最好改成compared to a contribution of。。。

E选项：as opposed to结构不能表示比较。

如果没有for是不是就是正确的呢

高等教育不能被paid？
如果for which 修饰cost正确，那么代入就成了
for the cost of higher education was previously paid 7 per year
这里for是不是多余了呢

没有for也不对啊，定语从句还是不合逻辑。

RIGHT：You paid 7 dollars for sth.
RIGHT：7 dollars was paid for sth by you.
WRONG：sth was paid for 7 dollars.

语法上来说应该可以。
