关于独立主格在OG里面的两个题目对比以及疑问

总结：题目二E选项，不选择的原因: 独立主格需要和主句的主语compatible，这里的approval是另外的一个主语，并不和主句的主句compatible，和regulator是compatible的，所以不选择。
关于题目一的正确选项B选项，独立主格结构their range仍然是和Hummingbirds相关，是compatible的。

疑问：我去搜索了一下独立主格的解释，期中有一点是---"独立主格结构的逻辑主语与句子的主语不同，它独立存在。"，请问这句话和compatible的这个解释是否矛盾呢？compatible的意思应该是，逻辑主语是相同的吧？

关于题二的E选项，gmatLA是这样分析的：本选项依然是一个独立主格结构，还原为普通的状语从句则有：
approval was not needed from regulators before the raising of rates.
其中并没有指明是谁发出need这一动作。这是不正确的。显然地，划线部分应和主句保持一种修饰关系（因为独立主格是状语，修饰它的主句），只有“保险公司”不需要从规定者的手里获取批准，才能和“保险公司”现在可以自由地收取费用了形成修饰关系。
形成修饰关系和独立主格自成主谓不矛盾
