"provide sb. to do sth." can not be applied here.

provide for必须连在一起使用。这里不是provide for，而是provide sth(support)

然后 support for...for的介词结构是作support的定语

第2题明白了，当时做的时候没考虑仔细，觉得顺口的就选了provide...to...
