关于they/it指代问题

我又又又又又又发现了一个奇怪的地方

来自曼哈顿语法：
The board is investigating the compensation packages of several executives in
order to determine how much THEY may have been improperly awarded.
曼哈顿表示这里的they指代executives没有问题

但是....prep08有道题出现了反转：
In a previous design, the weight of the discus used in track competition is concentrated in a metal center, but now IT is lined with lead around the perimeter, thereby improving stability in flight and resulting in longer throws.
beat the GMAT还有各种网站上说it指代有误，因为executives在这里不是核心词......

所以到底是咋样？？曼哈顿语法的句子和prep08的句子结构是一样的啊，为什么一对一错？？

在第一个句子，就是在那个曼哈顿的句子里，不是prep的那个句子呀亲
