根据CD语法笔记：“With引导独立主格结构有修饰歧义” 大家都说是有歧义的。

有人提问：I read a comment in other forums which said- Other than redundancy, B is also wrong because the position of " with sufficient enough power in fuel cells and batteries for their short flights" leads to ambiguity. Because "with xxxx" then could be modifying either the shuttle and earlier spacecraft or a permanently orbiting space station Is that ambiguity a solid ground to eliminate this choice?
