This is the wrong question as these two items are not mutually exclusive. Even though your career path is not unique (many people want to do consulting), why you want to do consulting, and what you can bring to the consulting industry could very well be unique and showcases your personality. You can talk about how your government experience translates into the consulting industry & or interaction with consultants somehow inspired you to pursue this career path.

The answer is you should only write your thought, and make sure you have a good thought that's special and unique. Everyone has it, you just need to take the time to introspect and discover yourself.

Many people, myself included, came from generic background but I can still talk about what's unique about MY BIG 4 PATH. Your government background stands out already. Good luck

谢谢，对方跟我说，每年有很多来自MBB，BCG之类的大咨询公司的申请者，post-MBA的goal还是继续回到consulting，跟那种背景一比，哪怕你之前的工作经验可能会有一些帮助，也是完全没有优势的，不如另辟蹊径，这点确实比较说服我，就搞得我很纠结。

如果你写public affair，但又不能很好的justify的话也会有问题。到了面试的环节也容易被挑出漏洞。聊着聊着可能就表现出对consulting更感兴趣啦。我觉得写goals最好能比较具体一点，哪个industry，哪个方向，哪个position。这样学校会觉得说你是经过深思熟虑的，对以后的发展方向有一个清晰的想法。

Career goal是越符合逻辑，越能实现的越好吧。
因为essay和面试都会遇到问你你适合这个CG的能力是什么，你的gap在哪里，你和其他竞争者相比的优势在哪里，学校能帮到你什么。

lz跟我背景有点像，但是我之后又去business industry工作了两三年才申请，我觉得government背景特别是个优势，但是考验你如何把这个背景和你的career goal联系起来。

我个人觉得商学院重视的是你的履历的连贯性，就是你做出的选择背后的逻辑，和business的相关性，不要显得你的经历和career goal风马牛不相及，这点最重要。

我觉得你可以在essay里面就这点好好阐述，为什么要从government到consulting，你的选择背后的更深的含义是什么，motivation是什么，你一贯坚持的是什么，写好了感觉是个很精彩的故事，比如我自己就很感兴趣你为什么要做出这个选择，我相信Bschool也会感兴趣的。反正要真诚，同时也有点套路~~
