首先，要尊重original intended meaning, 也就是说，如果A选项在句意上没有问题，就要遵从A的meaning. 在这道题中，A选项的to take没有任何问题，所以就选to take.
其次，作为ron神的搬运工，我记得他讲过plan to do 和plan for doing的区别，我觉得应该和你的问题差不太多哈：
plan to do: the intent of the plan, and the verb is the actual thing i am going to do.
eg: i am going to make money.
---->my intention is to make monry, and 'i' am the person to 'make money'.
plan for doing: verbing is the goal/purpose of the plan, but is not the actual mechanics of the plan.
eg: my plan for making money is to sell clothes.
----> the goal of my plan is making money.
在本题当中，create a special nongovernment organization to take中应该表达的是目的，也就是说建立这个organization的目的让这些organization去负责computer security planning，而不是说目标是让他们负责computer security planning。

谢谢谢谢~~~我好好研究一下其中的门道，之前看ron神的视频，有好多知识点看过两遍依然不记得在哪里讲过，想找他讲过这个plan to do 和 for doing 的知识点，翻遍了打印材料都没有找到，你帮我找到了哈哈哈哈，谢谢！！！！我应该找一些选 for doing的题对比一下对应的meaning区别~~
