Atwice as many as 1990
Btwice as much as 1990
Ctwice the amount spent in 1990
Da number double those of 1990's
Ea number double that of 1990's

为什么选C呢 amount不是用来修饰不可数名词吗可是costs 不是可数的吗
虽然我也觉得其他选项不是很对

金额是不可数的， costs指的是3种不同的cost，totaled 260 billion，which is twice the amount spent in 1990

其他选项不是不是很对是非常错。

如果比较的是COST的金额的话，那么是不可数的；如果比较的是costs中包含的cost的种类的话，就是可数的
