这道题join有及物和不及物两种词性，join和join in都OK不？B为什么不对从语义上理解，一些人说了balabala，应该是直接说话的内容，所以我感觉A选项in order to位置不好，应该说这些国家干了什么事是为了什么什么，所以选了C。求大神指教

in C, because of verbing is unidiomatic. join in simple present tense好像是在说rich country这么做是一个恒久的事实，和原意不符。
