其答案是C，但是对于C中的when supplies are，这个一般现在时不太明白，
因为通篇都是过去时，难道不应该是were吗？

这个问题不大，可以说的通。这个time可以指当下一个大的时间区域，包含作者写这篇报道的时间。就是说，背景是supplies are tight已经持续一段时间了，至今仍然是，然后上周末发生了什么、周一又发生了什么。如果用were，可以理解为当作者写这篇报道的时候，供给已经不紧张了。

这道题要看语义，划线部分的意思是要表达出一个常见的趋势，即当供已经非常紧缩时，价格上升会对这类物品造成更多损害。注意，这是一个common trend，即不管是发生在过去还是现在还是未来，都是“真”，因此不需要理会时态。at a time这里指的是一个概述的时间，并不是针对某一时间节点进行说明，因此用are时正确的。其余几项的错误也太明显，排除法也可以选出答案C。希望有帮助~

文章说的是降温对农作物的损害吧？在供给已经紧张的情况下，农作物又有可能受到损害，市场开始焦虑，推高市价，导致了三年以来的最高单日涨幅。
