曼哈顿modifier章的一道题，不懂！

Well-informed people know that Bordeaux is a French region whose most famous
export is the wine WHICH bears its name.
这里最后的连词which不对,要用THAT，官方的解释是
The context of this sentence calls for an essential clause to
modify the wine,since the point of the clause is to identify the wine .If the sentence ended
with the wine,it would be incomplete.The clause should therefore begin with that rather than
which .
1、他是说如果句子到wine就结束了那不完整,可是为什么不完整?whose famous export is the wine.不是主谓宾齐全吗?
2、which修饰the wine和that 修饰the wine有什么区别吗?求解
