rate的比较形式

When we are dealing with comparison sentences focusing on rates of different years (e.g. interest rates, inflation rates, growth rates, etc.) , should we assume they are actually same but fluctuating in different years or different individual rates?

For example,

The interest rate of this year is as high as the interest rate of last year.
The interest rate of this year is as high as that of last year.
The interest rate of this year is as high as it was last year.

俺肿么觉得1,2都对呢，2是1的省略表达。。。呃，也不知道对不对。。

我也觉得12都是对的。3是错在it指代不清，代词同词同意，不可能去年的rate和今年的rate是同一个rates，所以错。

soga，所以大家都觉得是不同年份的rate是不一样的，而不是同一个rate在不停变化。。。
