observation修饰的是阴影部分，不是laws。所以后面只能用主格结构，an observation + 介宾结构 and +分词结构

an observation 可以做同位语修饰laws啊而且比其他选项的限定性的从句修饰好。C 选项It指代不清，最重要的是使句子结构出现了问题,需要去掉It was.另外hearings是听证会，主谓宾是Richard证实了that。E选项that从句修饰laws有限定性的意思，而句子描述laws不需特指。
