SC有一道题，感觉没有正确答案，大后天考试的人儿求助！！！

这题答案选A
可是我感觉A也不对啊，怎么会是用aimed at,应该改成aiming at才对吧，我查来查去， aim at不是一个动词词组吗，实在想不通啊，是有我不知道的用法吗，求大神解答啊，拜托拜托！！！

试着解答一下，aimed at 是修饰policy的，policy本身是不能发出aim的动作的，发出aim这个动作的应该是人或者公司，所以这里选择被动。如果是aiming的话，修饰的该是Company。B，C，D可以根据and 的parallelism排除，E的问题在于错用了短语，with the aim of doing sth。

原句可以理解为a policy (that is) aimed at decreasing... 这里aimed at 短语修饰可以省略that is
例如：a school （that is）founded by Benjamin Franklin
a truck (that is) followed by a police car
