133题不可以选E因为此处to require不可以表目的
但是to require不也是可以作为laws的modifier吗，而且evidence to suggest也是表目的，evidence怎么可能有目的呢？

Ron说不定式做名词modifier的时候表示（1）先行词是不定式的施动对象（动宾关系）（2）先行词是不定式的方式（By means of）
那么回到133题，我完全可以说require by means of laws呀
