想请问，这道题中的 D 选项如何修改才能是正确答案呢？（就先忽略 be likely that 的错误吧）

我的思路：

as... as... 应该平行，所以第二个 as 后面也应该接相似的结构 as likely that... as that ...

我觉得这里的likely 应该是修饰 exceed the limit 的可行性我不确定把主语填进来会不会有问题
假设没问题的话应该要写成
as likely that they will exceed the proposed speed limit as that they exceed the current one （注意这里有时态的变化因为出现的current 只有正确的选项E 提及了用了they are 而不是they will）
E 选项应该是
as likely to exceeded the proposed speed limit as they are (likely to exceed) the current one
其中 they 指代drivers
