知道其他的不正确，但不知道为什么选C， that 在C中指代的是谁，a tool 还是private conversation, 要是临近修饰的话，那就应该是conversation，那这样的话这个选项好像就有问题了。

那第二句，instead，it has become不会出现指代不清的现象吗？it应该指代radio，但是根据就近原则又指代telephone，这样直接用it不会造成歧义吗？

研究一晚上…我来自问自答了…楼楼的提问，that从句和for private conversation一起修饰a tool.
it指代radio，因为Ron说，pronoun ambiguity isn't always -- or even usually -- a fatal error。
