D. that they will be more conservative than they were in setting dividends
E. that they will be more conservative than they have been to set dividends
A选项如果改成than they did 是不是就比C好？

首先，以后不要这么问问题，RON特意强调过，you will learn nothing from doing so。

你这么问就知道你其实并不知道这题的Decision Point。

several industry analysts expect automakers, in order to conserve cash, to set dividends more conservatively than they were
注意这句话里面套了两个主谓结构：several industry analysts expect和automakers set dividends，那么More conservatively究竟是修饰expect的呢？还是set的呢？不知道，这就是歧义。而比较之后是they were。这肯定是错误的，因为比较后的部分无法还原。即使改成they did依旧无法确定they指代的是several industry analysts还是automakers因为两个都是主谓结构，用They did都可以，指代不明确的问题依旧。
如果A选项是to set dividends more conservative than they were 就是正确的，因为they只能指代dividends了。
