正确答案是D，可是D中的名词call好像不如E中的动词call好，而且D中的which include好像也不如E中on更简洁？可是为什么不选E呢？请指教！

E中最大问题是　would用得不明不白，句中没有提示，至于后面的the plan would delay such cuts until 2010 or later中用would显然是until 2010的功劳

所以最好用一般过去时

但D中restrictions include only three such pollutants ，我有点晕，“限制包括污染物”？

楼上所说的was 我没说得更明白，它其实是从后面分句中的would来推导出来的！

最关键是include的用法，我记得OG补充题出现过的，我没找了，

意思是“使--成为其中一部分”，即“使那仅有的三种污染物成为被限制物的一部分”

呵呵，我还真没注意include的时态

也许该用included　？
