Agree with Armadillo.
My suggestion would be: try to apply for both PhDs and Masters in the U.S., and see what you get. Becuase, frankly sepaking, it would be difficult to get into a top doctoral program without a matser's degree (a master form U.S. univ. is especially a plus). So if, unfortunately, you fail to get into any PhD program this year, you can study at a decent master program and then try again one or two years later.
The GPAs and recommendations you get from a good univ. in the U.A. would weigh much heavier than those you get from an excellent school in China. Americans trust their own educational instutitions more.
