所以C有歧义. B就没有这样的问题.

我觉得不用so ... as to的情况就是so...as to的主语有时候会造成歧义. 比如本句, C中but后补足有可能是指stock market, 也可能是指confidence level.

而B从逻辑上讲enough只能修饰stock market.

另外, 考试的时候考点应该很明确, 象C的and一次就可以排除掉.
