(OG10-SR-52) VS (OG10-SR-55) "the rising cost" 怎么不一样?

           OG10-SR-52中的正确答案是C,即the rising cost

到底哪个说法正确呢?应该是不可数名词,应该是the rising cost 才是正确的表达吧。对吗?

好问题啊,让我去查了下webster...上面说

2 : loss or penalty incurred especially in gaining something

看来如果是复数,那就表示和法律相关的一些费用....

但是朗文词典里面对于costs的解释是:the money regularily spend to run a business, a home, a car
并且还给出了例句:
1\ we must to cut costs to remain competitve
2\the travel costs incourred in attending the meeting(=the moeny you have to spend)

还有很多相关的例句,都不是用在法律方面的,就是表示the money you spend

有没有大牛来解释一下啊~~
