During this year's review,  J is impossible to be promoted because two of the three higher-ranking staff (O and H)never vote to promote J. As a result, J cannot be promoted until the next year's review.

As we know, at least two staff never vote for the promotion of J, and thus the minimum of the staff voting for J' promotion is 3. According to the question 22, we must assume that R voting for J' promotion. So at least two other staff will vote for J' promotion. And only higher-ranking staff are eligible to vote for the promotion of assistants. In conclusion, during this year's review, at least 2 assistants must be promoted.
