C  a loosening of the interest rates in Washington ,and fearing that the company may still be undercapitalized

D  a loosening of the interest rates in Washton ,and a fear of the still undercapitalized company

E  a loosening of the interest rates in Washington ,and a fear that the company may still be undercaplized

这个句子看起来挺长的，但是找准主干就好了。考察的是平行结构

主干是 The economic forces include A,B,C and D
根据未划线的部分可以确定的是寻找答案应该去找名词与未划线平行，所以A,B,C都可以马上排除，因为loosening,fearing都在这里是动词。
至于如何排除D,E要结合原文的意思。可以看出要用一个从句来形容a fear，并且情态动词may不能随意省略，所以答案是E

谢谢smilinglan帮我贴题，我当时就是选的d,感觉d特别平行。后来在的提示之下我觉得的确是e比较好，但是我觉得老白说的情态动词不能随便省略太牵强了。正如smilinglan所说必须靠意思来，fear的意思就是对以后可能发生事情的担心如果用a fear of the still undercapitalized company这个从逻辑意思上有些不同。而用a loosening of the interest rates in Washington ,and a fear that the company may still be undercaplized就表明了对以后发生的事情的担心。
