不是大牛，但也发表下自己的建议吧！

1。 E is wrong because the "scale" rates the likelihood of a particular asteroid or comet. As a reader, this doesn't make any sense because likelihood has to describe an action... likelihood of me winning the lottery or likelihood of the LA Lakers winning the NBA championships in 2014. You can't just say "the likelihood of LA Lakers" and ends the sentence there. Note that "that may....." modifies the asteroid or comet and is not the action itself.

2. ".... design of ...... allows " is correct because design is singular.

E is a much better answer than D if it starts with "allows"

"Allows that" doesn't sound very good.

Please confirm that the answer is really D??? I would be very surprised.
