答案说B选项 it is rare to hold is not clear.
是因为it指代不明吗？为什么不可以指代a mutual fund？

如果B选项改成companies, and it is rare for mutual fund to hold at least one percent or more是不是就对了？

1.B中的it的话，1）作为形式主语，替代的是to hold at least balabala..；2）如果不是形式主语的话，就是指代的前面的A mutual fund；
由于两种情况都是存在，我说1），你说2），都有理，就造成了指代不明。
2.改了之后，我觉得还是造成指代不明的。而且如果it指代A mutual fund，就更awkward了，A mutual fund for mutual fund，你觉得呢？
3.最好的还是A，避免了it的指代问题，而且holding的逻辑主语是A mutual fund，简洁而明了。

如楼上所说，B中it可以作为形式主语或者指代 fund 所以not clear
同时，at least one percent or more，at least & more 重复

不过我还是不大认同你的第二个观点的逻辑。
it is rare for mutual fund to do sth.这句句子应该是可以倒成mutual fund is rare to do sth.而不是简单的把it换成and前面那个a mutual fund.因为我觉得毕竟这里的for已经很明确的把it的指代交代清楚了.
