我做这道题事用agreement和句义解题，首先用agreement排除A、C、D，然后while引导的从句与主句之间需要体现转折关系，表达出all states的统一情况与each state的具体情况之间的对比，B选项中each state faces a similar industrial waste problem说的是每个州要面对类似的问题，每个州自己怎么similar？因此不如原句的all states face similar industrial waste problems合理，既然原句的这个部分没有问题就不需要变动，可以确定选E。
OG对这道题考点的解释Agreement; Grammatical construction，agreement很明显，但是个人觉得grammatical construction在这道题中没有什么大作用，求解惑，先对any 答复表示感谢~~

这里OG是告诉大家这是个转折结构句子。看懂了就不会去选C了。只是附带的解释，主要是考一致性。LZ别太纠结这个。

我觉得Grammatical construction第一可能就是你说的句子结构要“表达出all states的统一情况与each state的具体情况之间的对比”，第二，可能是针对c这个2b选项说的吧！

我是determines排除掉ACD 然后B的each 和 their也被杀掉.. 没解释到lz问题..飘走
