Under a provision of the Constitution that has never been applied, congress is required to call a convention to consider possible amendments to the document when formally asked to do soby the legislatures of two-thirds of the states.

这里我用红色标记了，这个to的使用怎么解释
consider sth to sth?

我只见过consider X Y
consider doing
consider sth as.....

1、【declare和consider的用法差不多相同！】

declare的用法：

1)declare somebody/something + 數詞 + noun

2)declare somebody/something + adjective【這兩個用法有時候爲了避免頭重腳輕，可以適當將後面2個成份倒裝】

3)declare that + clause

declare不能跟as連用!!

Consider的用法：

1)Consider somebody/something + 數詞 + noun

2)Consider somebody/something + adjective【這兩個用法有時候爲了避免頭重腳輕，可以適當將後面2個成份倒裝】

3)Something be considered adjective

Consider不能與as，to do，as if，clause連用!!!

这里的to不是和consider搭配，而是amendment的习惯用法
