关于IF THEN结构的用法的一点疑问。求解释

manhattan书中关于if then结构主要的5中情况中有一种是这样的

General rule with some uncertainty
if present then can or may

这里我首先有个疑问if 这里是一定要接一个independent clause 吧

另外看个例子， VERBAL SC 59
Certain pesticides can become ineffective if used repeatedly in the same place: one reason is suggested by the finding that there are much larger populations of pesticide-degrading microbes in soils with a relatively long history of pesticide use than in soils that are free of such chemicals.

开头第一句，是if then结构不过then省略掉了
也就是说if 后面的句子应该是一般现在时态吧，而且他的主语呢？ Certain pesticides吗？？ if 和（then）如果主语相同的时候是可以省略其中一个的主语的吗？
而且if后面的句子就算是Certain pesticides那也应该是被动式的啊。应该是if Certain pesticides are used repeatedly

上面就是我的看法了。求好心人解释。。。实在不知道去哪查这个知识点了。。。。。

lz理解正確。
如果主句跟從句主語相同，而且從句使用的是[subject + be]結果的話，從句的[subject + be]可以省略。
