the easiest way to eliminate ABC is that equally 。。。as is unidiomatic if you want more detailed explanation, here u got it:
as+noun cannot introduce comparison . that is the wrong in choice A they are ( exceeding) ; exceeding is omitted, but we are not allow to do such kind of omission because we didn't see any exceeding in the former part。。。that is the wrong in choice B
what is being compared is not parallel , eliminate C and D you should expect parallel structure: equally likely that 。。。as that as likely that ....as that
