28) The surest indicator of a great nation is represented not by the achievements of its rulers, artists, or scientists, but by the general welfare of its people.

When talking about the indicator of a great nation, what comes to our minds first? Usually, the achievement of a country, such as rulers, artists, or scientists, should be one of our considerations.However, the general welfare of its people is also an important indicator of a great nation, and sometimes it is outweigh the achievements.
Admittedly, achievement should be considered as an indicator of a great nation.These achievements, always the outcomes of the intelligence and hard work from its people, are outstanding and have their own value which benefits people all of the world. For example, Law of the Twelve Table is not only an achievement of ancient Rome, but also the milestone of the law system. When we read the law provision which inscribed on the copper table, we often can not help to admire the great Rome
Empire.France is famous of it art. When we are standing in a French art gallery, having our eyes glued on the fantastic sculpture or vivid oil painting, we often think about the human glory and the romantic of great France.Achievements could always show us the picture of a great nation.
Though achievements always come to our minds first, we should never take slight of the welfare of the people of a nation, which is an even more important indicator of a great country.People is one of the most important part of a country. If something wrong happens to its central part, this country is going to be in great trouble, let alone it could be a great nation. When thinking about the battles of ancient Rome and the death in revolution war of France
, we always feel so sorry about them.Sadness, injury and tears fulfill this land and people who live here get no protection. At that time, could they still be called great nation?It is a great nation that is able to provide its people a peaceful life.What is more, it could give it people the opportunities to develop themselves and fulfill their ambition.That means the people of this country could make even more contribution to their motherland, which is a virtuous circle and this country is going to be a better one. Only by achieving the welfare of it people could a country be an everlasting great nation.
Whether a nation is a great one should never be judged on a single indicator. To answer this question, we must put a number of elements in our mind.For example, a nation built on a rich land is more likely to be a better one than that built on a abandoned dessert. A hard-working country is likely to create a well-being life than a lazy public.Though these indicators may less likely to have the same weight, they should be taken into our consideration somehow.However, no one is going to deny that the welfare of the people should be one of the most important indicator of a nation.
To sum up, great nation depends on a lot of things.Achievements of a nation are always easy to catch. However, if we would like to know whether a country is really a great nation, its people is going to give us the most convincing answer.
