这个argument的main point在于，不一样生活水平的前提下，货币统一措施是否会带来欧洲地区经济不稳定。为了否定之，作者通过一国内部的例子进行类比。

按B的意思，action指monetary union，predicted consequences指economic chaos，一来，这个choice没有点到核心，也就是论证方式为“类似情况”下的“类比”，也即忽略了关键部分：differences of living standards，二来，我认为B所表现的论证方式可以体现为：In the beginning of the 19th century, living standards among Euro countries differ from each other greatly yet the monetary union policy promoted by XXX brought about a long-term economic stability.
