个人理解是后接的是从句，那么从句里的主语就是prisoner了。

The adverbial phrase so as to reform them is wordy; it is also grammatically problematic because the subject of the passive-voice verb is prisoners, whereas the implicit subject ofthe verb to reform is presumably the punishments or the prison staff.
