In the first place, the free education chance of university can ensure every student has the equality right to go to university or college, especially for these who come from pool families. According to official date, there is approximately 3.7 percentage university students quit school due to the family financial problem. If the government can offer the free charge, those students who are forced to quit school for school fee can have the chance to finish their university courses and gain the degrees. And these students would have more opportunities to find suitable jobs to change their families financial situation. The overall economic situation would become better and better.
However, we certainly cannot underestimate the negative influence of the free education policy. The policy, without a doubt, can increase the government financial stress. The government has to invest more funding to support the university or college normal operation. That means, in the situation that the tax policy would not change, the government should appropriate other field funding which maybe the agriculture, social security or health service to support the free education policy. In that situation, even though the students could have the equality education right, the social would suffer other serious problem just as the crop production reduce because of lacking the funding to support the new technology agriculture.
The better plan for the free education policy is to build the directed commissioned training program which means the company or the enterprise provide funding to college or university to training the special field talented person which the company or the enterprise need. Take my school for example, the Mining Engineering, is a directed commissioned training program. It cooperates with the North Mining Company. In this program, the students can dispense with the school fee and have a job in advance. The school can have more financial resource to make sure the normal operation. And the enterprise has the sufficient human resources reserve. The government not only solves the university financial problem but also resolve the students’ employment problems.
In sum, the government should not offer all subjects free of charge, what the government should do is to support the special field subject and advocate the enterprise take part in the academic education.
