今天的质疑点找出来不少，可是不够时间写，而且还有一个问题想请教大师们！这么多质疑点应该按什么逻辑排列会比较好呢？

69.The following appeared in a memo from a vice president of a large, highly diversified company.
"Ten years ago our company had two new office buildings constructed as regional headquarters for two regions. The buildings were erected by different construction companies—Alpha and Zeta. Although the two buildings had identical floor plans, the building constructed by Zeta cost 30 percent more to build. However, that building's expenses for maintenance last year were only half those of Alpha's. In addition, the energy consumption of the Zeta building has been lower than that of the Alpha building every year since its construction. Given these data, plus the fact that Zeta has a stable workforce with little employee turnover, we recommend using Zeta rather than Alpha for our new building project, even though Alpha's bid promises lower construction costs."
Write a response in which you discuss what questions would need to be answered in order to decide whether the recommendation and the argument on which it is based are reasonable. Be sure to explain how the answers to these questions would help to evaluate the recommendation.

In this argument, the author claims that Zeta(Z) construction company will be the cooporator in their next project of constructing a new office building, for the expenses of Z building lower than that of Alpha (A) building.A used to be another cooperator of the company ten years ago. Although the cost of A is the low one of the companies, Z building uses less energy every year. And the author infers as well that Z has a stable workforce with little employee tumover with the evidence above.However, the author indicates a great number of information to prove that conclusion, it still lacks of an absence of critical evidence.
First of all, we have to know that the two buildings constructed in two different regions at ten years before. All the things can be change in a decade. The first question of the author's argument is that the cost of Z is 30 percent more than A. What is the 30 percent meaning? This digit is too vague for a vice president's memo. Besides, it is unjustifiable that the comparison of the cost is the number of ten years ago. With the development of the society, we should use the new cost of them to compare. Maybe the cost of Z turn to be lower than before.
The next question is that the expenses of Z for maintenance last year is half of A. This is unable to be an credible reason, for the two buildings are built in two differnet region. Different environment makes different condition. And the energy of Z is cost less than A for the same reason. The circumstences of them give rise to their difference.Maybe the A located at a region with strong wind which need more fuel for heating in winter. The more energy use the higher expenses will be. We cannot consider the cause without the environment.
To sum up the argument,there is still a question,that how can the author infer the workforce of Z is stable and the employee turnover is less for the uncompleted evidence? Even Z was in a stable workforce ten years ago, it may be changed after this years. To support the memo, the author need to make more survey for accomplishing.

超时10分钟，而且字数也不够，这个问题主要是质疑点都没写完，如果写完了就好了，可是时间已经超了，求救啊！！！我写到30分钟的时候才到第二段，最后十分钟拼了命写的后两段！！！

1.语言表达的细节还是不够细心。
2.题库还不够熟悉。
3.写文章的逻辑顺序排列方式还需加强。
这些大问题解决掉会对速度等细节性的问题都有提高？
