Issue—23：

Governments should place few, if any, restrictions on scientific research and development.

Write a response in which you discuss the extent to which you agree or disagree with the recommendation and explain your reasoning for the position you take. In developing and supporting your position, describe specific circumstances in which adopting the recommendation would or would not be advantageous and explain how these examples shape your position。

1.It is much more important that government should be encouraged to raise more founds and financial support to the research.

2.Founding on the scientific research, it would produce great social benefits to the overall society.

3.But some scientific research should be restricted such as expanding the nuclear power or some research which may cause potential concern to the next generation.

With the rapid development of society, there are an increasing number of people who are concerned over that whether authorities should take an effort to support the scientific research whatever how the result is. This is which controversy arises. Some people firmly believe that the huge breakthrough which bring by modern technology, it cannot apart from the scientific research, it always produce more and more social benefits to the whole society. While others hold their opinion that before to invest the research, it is necessary to consider the possible results which will come. Some research programs which remain uncertain results, it should be restricted as much as possible. However, I always believe that founding on the scientific research is very helpful to the whole society.

To begin with, I am trying to convey my opinion that founding on the valuable research, which will bring about huge benefits to the overall society, and can promote the whole economy after all. Take clone technology for an example, it is considered to be a great achievement in scientific world in twentieth century. Come along with this great invention has widely used in the medical industry and bio-technology, some distinctive species has been survived and most of them are able to return the nature. And there scientist are trying to research about some inheritable disease which threatened to the people’s health for long period. Thus, founding on valuable research, it can propel the whole society to forward and bring about prosperous economy. Regarding the valuable scientific research, government should be responsible for raising great amount of money to support that kind of research.

Furthermore, founding on the research, it is not only can bring about prosperous economy but also can produce great advantage and convenience to the whole society. In recent decades, energy crises are becoming one of the most critical problems all around world, many countries has still faced short-supply of oil energy. Fortunately, scientists researched out the alternative energy sources like bio-fuels and solar energy, and it worked out energy shortages in some part of the world. Therefore, founding on the valuable scientific research, government should pay attention closely to invest such beneficial studies.

But it cannot be denied that some research remains uncertain outcome even some may causes potential threatens to the whole society. That kind of research should be restricted by authorities more seriously. Take nuclear weapon for an example, it is becoming the most sensitive problem in world peace over the recent decades. And there is many dispute about prohibit the nuclear weapon all around world. This exactly is the bad results which conducted by scientific research. Such research with evil purpose, it should be restricted by authorities and has to stop it. Therefore, it also should be necessary that government should take a proper measure to prohibit some research which contains uncertain results.

Form what have been discussed above, founding on the valuable scientific research, it will be much more beneficial to the whole society, while the research which contains uncertain purpose, which should be restricted by authorities. Government should be encouraged to raise more and more founds to the research which have great benefits.

题目主要是谈restrictions ，而你的第一二点都是在说对科研的基金支持。这样不好吧。

这个题目好像是在老G的AW题库中改过来的吧，ETS让我们怎么看待科学研究的观点，什么样的科研受到限制什么的。应该没有跑题吧；求楼主指点
