答案选E。不明白的是：按理说first of all是和 second成并列结构，那么既然for是出现在first of all之前了，E选项中的for就应该在second前啊，不然不就变成failing to 和for failing to并列了？

这道题的平行关系的确比较迷惑，但是，first of all和second在这里仅仅是一个插入语，并不明确标示平行关系，所以，句子的真正平行部分是for failing to replace和for failing to investigate；当然，你也可以通过排除其他选项来得到答案E。
